Abstract

This action framework provides updated strategic direction to advance universal access to safe, effective and quality-assured blood products for the period 2026–2030. Blood transfusion and plasma-derived medicinal products are essential components of health care and are critical to achieving universal health coverage, yet significant gaps persist in their availability, safety and equitable access across countries. Drawing on data from the Global Database on Blood Safety and previous WHO initiatives, the document outlines the main challenges affecting national blood systems, including deficiencies in policy, governance, financing, regulation, supply, safety and clinical use of blood products. The framework sets out seven strategic objectives to guide coordinated action at national, regional and global levels. These include strengthening national blood systems and regulatory frameworks, improving availability and affordability, optimizing clinical use through patient blood management, enhancing surveillance and haemovigilance, and addressing emerging threats through collaboration and partnerships. It emphasizes the need for sustained political commitment, adequate resources and multisectoral cooperation, and aligns with the WHO Fourteenth General Programme of Work and the Sustainable Development Goals. The framework aims to support Member States in developing resilient, well-coordinated blood systems to ensure timely and equitable access to safe blood products.
